I am stuck at step 4

I use hostgator for hosting and used their QuickInstall option to install drupal on my domain.
Then I have uploaded the zip file to my disk space \public_html\folder\ and clicked on the file, then Extract.
I have created the new MySQL database and user with all privileges.
I put my domain name in the address bar and nothing happens, except the "site off line" message appears.
How do I start the installation script?

OK. Its sorted out

Thanks. I wiped my domain and started again, but this time did not install drupal via my cpanel. Instead I have uploaded and extracted the file from this site. Then I selected mydomain.com/octavin/ and the install routine started.
