Display block configure links for administrators

This option is enabled, though I don't see any links on my blocks? I cleared my caches already, but that did not help ...
Any suggestions?

(version: st_conch 6.x-2.0)

Please replate attached file for sites/all/themes/sttheme/conch/templates/block.tpl.php file.
